Inactive cards are cards that have been removed from review via the Tools>Inactive Tags dialog. If a card has a tag that matches a deactivated tag in the dialog, the card will be deactivated and will not appear for review. You can reactivate the card by either removing the deactivated tag from the card, or by enabling the card in the Tools>Inactive Tags dialog.
